(PPWR) EU Packaging and Packaging Waste Regulation
Regulation (EU) 2025/40 on packaging and packaging waste – commonly referred to as the PPWR (Packaging and Packaging Waste Regulation) – establishes a harmonised European legal framework for packaging and packaging waste.
Purpose and Applicability
The PPWR aims:
- to reduce packaging waste,
- improve the recyclability of packaging,
- promote the use of recycled materials,
- strengthen reuse
- and thereby further advance the circular economy.
As a general rule, the PPWR applies directly in all Member States of the European Union from 12 August 2026. The individual requirements of the Regulation will apply on a staggered basis. In Germany, the national legal framework is being adapted to the European requirements through the Packaging Law Implementation Act (Verpackungsrecht-Durchführungsgesetz – VerpackDG).
Implementation at Libri
Libri GmbH is familiar with the requirements of the PPWR and has reviewed and assessed the obligations relevant to its business activities. Where Libri uses, produces, imports, distributes or otherwise makes packaging available in the course of its business activities, the applicable PPWR requirements are taken into account and integrated into the relevant Libri processes. The implementation of the PPWR is continuously reviewed and adjusted in line with the staggered statutory application dates.
