General Product Safety Regulation (GPSR)

Regulation (EU) 2023/988 on general product safety, known as the GPSR (General Product Safety Regulation), requires consumer products placed on the EU market to be safe. The Regulation establishes the legal framework to ensure the safety of products in the European market. It sets out general principles how products should be designed, manufactured, and placed on the market to ensure that they pose no risks to consumers or third parties. Publishers and manufacturers must provide the necessary information digitally so that Libri can ensure compliance with product safety requirements.

General information to be provided

  • Product identification: publishers or manufacturers must ensure that their products carry a type, batch or serial number so that the product can be easily identified, for example an EAN or ISBN. This information should be provided on a clearly visible physical label attached to the product.
  • Warnings and product labelling: where required, products must carry clear warnings or other safety-related labelling that is easily visible to consumers. These should also be provided on a clearly visible physical label on the product or its packaging.
  • Publisher or manufacturer information: publishers or manufacturers must provide their name, trade name or trademark, postal address and an email address. If different, a central contact address must also be provided. This information should appear either on the product itself, on the packaging or in an accompanying document.

How does Libri act in its role as a distance seller?

Distance sellers act as an interface between publishers, manufacturers, importers and end consumers. Their key responsibility is to ensure that products they sell or offer through their platforms comply with the applicable safety requirements.

They act as intermediaries, facilitating access to products for the market and for consumers. They are required to ensure that product descriptions on their websites are complete, accurate and clearly understandable

Libri therefore expects its partners to provide all relevant information comprehensively and in digital form.

What information is required for distance selling?

Product identification: for online sales, products must be particularly easy to identify. This includes providing a unique product number, a product type or description and, where applicable, digital product images.

 

If the publisher or manufacturer is not established in the EU, the following information must also be provided:

  • the name of the responsible person, such as the importer, authorised representative or fulfilment service provider,
  • the address of the responsible person, and
  • an email.
